Freedom of Information Request

Under the Illinois Freedom in Information Act 5 ILCS 140/1 et seq, certain public records in possession of public agencies may be accessed by the public upon written request.

 

Some records are not subject to release via the FOIA process; these types of records are described under section 7 of the Act (5 ILCS 140/7.5).  Some records may also be subject to confidentiality provisions imposed by other state or federal statutes or court orders.  The FOIA process for disclosure of information does not supersede these other applicable statutory and judicial mandates.

How to Submit a FOIA Request

Online

FOIA requests may be submitted online at [email protected] until September 1, 2026.

 

Beginning September 1, 2026, you can submit a FOIA request by visiting [email protected], which will direct you to our new site through Gov Quest. On this site, you can request reports, videos, or jail-related documents. Each type of request requires a separate form to ensure that you provide the necessary information and that your request reaches the appropriate FOIA officer. This will help us respond to your request more quickly.

 

After completing the form and clicking the submit button, you will receive a confirmation number. This number allows you to track the progress of your request. You also have the option to create an account on Gov Quest, which will enable you to easily monitor all your requests submitted to our department.

 

The results of your request will be sent to you electronically via the email address you provide. Please note that any video links sent to you will expire after 72 hours. Once this time has passed, you will not be able to access the link. Be sure to view and download the information before the expiration date to avoid having to submit a new request.

 

In Person

FOIA requests can still be submitted to the Civil Process Department during regular office hours. Based on your request, we will provide you with the appropriate form, which is the same as the electronic version available on Gov Quest. Once you complete the form, a clerk will scan it into Gov Quest and provide you with a confirmation number. You can also track the progress of your request by visiting Gov Quest and searching using your confirmation number.

Request Information

To complete a FOIA request, you need specific information that varies based on the type of information requested. You can select from three forms: Reports, Video, or Jail-Related. These forms are available electronically on the Gov Quest site and in person during normal business hours.

 

Once received, a FOIA Officer will review your request and respond within 5 business days. Responses may include limited disclosure, redacted information, or a denial, either fully or partially, of the request due to exemptions under the Act. A letter will accompany the response, detailing the applicable exemptions.

Fees

There is a charge for physical copies over 50 pages.

 

A charge may also apply if documents or videos are requested in a format other than digital (e.g., disc, flash drive, etc.). This cost will cover the item purchase and shipping expenses.
